Report precedence

Whenever there are multiple reports pending, the Catalyst will rank them according to importance:

1. Highest ranking report is the "Test Call." Operators performing installation and
    troubleshooting normally would use test calls.
2. Next are Alarm Notification and High-water download calls.
3. Then are the Acknowledgment Report Calls.
4. Lowest ranking reports are scheduled reports.
